Island-City 13: the Island of Surplus
The first of the Island-Cities to be ejected from the mainland, the Island of Surplus is the result of years of mercurial accumulation around a core of great density. A shape-shiting island, it can become invisible given appropriate circumstances, which has proven to be of great benefit to the offshore bank accounts and shell corporations it hosts and protects. The necessity of the island to the mainland lies in its ability ot materialize capital surplus in the shape of expanding glass volumes, turning them into liquid assets that can be traded internationally without ever leaving national waters. The island has no residents, only flocks of maintenance personel commuting back and forth daily, in addition to the patients of its high-ranked detention and treatment facilities, known for dealing with psychological disorders rooted in affective and emotional excesses.
