"Explanations for using the Guide" begins with Section 0, "Preliminary Observations", a text that positions the Guide of the City of Beirut as an instrument of infrastructural rationalization, economization and control. Seemingly aligned to the state's modernization project at the time, this booklet aimed to render the city identifiable, navigable and intelligible, in a way to optimize infrastructure distribution and fee collection.

Section 6, entitled "Exceptions", reads: "During the consultation of this Guide, some exceptions to the stipulated rules will surely be identified. They are due to the fact that Beirut, ancient and historical city, does not present itself as a regular grid of arteries. It was often necessary to contrive exemptions to the enunciated rules, exemptions that were always inspired by a certain logic."
