In 1983, Hariri-owned engineering firm OGER Liban commissioned a master plan for the reconstruction of downtown Beirut to the consultancy group Dar al-Handasah. Meanwhile, uncontrolled demolitions were being carried out in central areas that were planned for rehabilitation by a previous 1977 reconstruction/conservation plan by l'Atelier Parisien d'Urbanisme.
